LAPD Northeast Newsletter

From: Captain Bill Murphy
Subject: Northeast (NOE) Newsletter (3/22/12)

Hello everyone. This newsletter will give neighborhood crime information and upcoming events.

How to sign up for the Northeast (NOE) Newsletter
I always get email requests from people who get sent a copy of the Newsletter - and then ask me to add them to the e-mail list. Unfortunately, it is extremely difficult for me to add you on our end (it's complicated - epolicing is a Citywide program and the networks are downtown). However, it is very easy to sign up - just go our website - lapdonline.org Then click on the "epolicing" icon and add your address/zip code and you will start to receive all e-mail blasts and the Newsletters. Thanks for your understanding.
Upcoming Events
  • Community - Police Advisory Board
  • Businesses for Law Enforcement in Northeast Division
  • 4th Annual Northeast BLEND Charity Golf Tournament
- to be held on Friday April 27, 2012, 10:30 AM shotgun start at the Pacific Palms Resort, One Industry Hills Parkway, Industry, CA (626) 854-2501. This golf tournament is a major fundraiser that supports Northeast Area youth programs and purchases police operational equipment that cannot be obtained due to the City's dire fiscal situation. The City dose not provide any funding for police youth programs - each local police station has to conduct their own fundraising to support these programs - so please consider supporting this worthy event. All donations are tax deductible (tax ID will be provided). Youth Program fundraising is a 2012 C-PAB Goal.
Attention - Request for Community Police Academy Participants
Operations-Central Bureau runs four Community Police Academies each year - two in English and two in Spanish. This is a great way to get to know your police department and understand how we operate. It's a ten-week commitment held on Thursday nights at the Elysian Park Police Academy (across from Dodger Stadium). During the Community Police Academy you will receive presentations from many LAPD units: SWAT, Narcotics, Domestic Violence, Emergency Preparedness, to name a few. It fun and informative and you will be able to impress your family and friends on your knowledge of police operations. If you are interested in attending please contact Sergeant Ruben Arellano, Northeast CRO, (323) 344-5712.

Attention
Please visit and "Sign up" on Northeast Area's facebook, Twitter, and Nixle accounts. Facebook has the most up to date crime statistics, wanted criminal flyers and photos of Northeast Area events (Cadets, Open Houses, etc.). We really want to increase the number of friends/participants on these sites and want to get much more involved in using social media to communicate with the Northeast community. Addresses are below…thanks for your support.

We want to be the #1 LAPD police station in social media contacts. To do this we need your help…so encouraged everyone to sign up! If you can forward this email to other email networks to increase subscribers…. please do so. This is a C-PAB 2012 Goal
Current totals:
epolicing: 3375 Subscribers
facebook: 1365 Friends

New Northeast Police Station - Rendering
I posted the rendering for our new station on our facebook and was asked by our facilities managers to take it down - as the design has not been officially approved yet! As soon as I get the approved version it will be posted back on facebook for your viewing - sorry for the mishap. Construction timelines remain in effect: ground breaking at the beginning of 2013 with a two-year construction period after that. The station should be operational the first quarter of 2015.

Crime Terminology
187: Homicide
211: Robbery
BTFV: Car break-in
GTA: Car theft
AGG: Shooting, stabbing, or assault not resulting in death
459: Burglary of a residence or business
261: Sexual Assault (rape)
484: Larceny or theft of property

Crime Strategy Terminology
Bait Car - Undercover operation where we bring in a plain vehicle and load it with desirable goods (IPOD, GPS, Cigarettes, etc.) and hope someone breaks into the car as we are watching. These operations (OPS) are based upon crime statistics.
Decoy Car - Place an unmanned Black & White police car at a location and move it every few hours. Gives impression police are at location.
H/IDE - Spilt a police unit (2 officers) into two cars and they slowly patrol an area with their lights on. Gives impression some police OPS is going on in the area - keeps criminals away.
Red Zone - All traffic violators are given a ticket - no breaks (used to decrease traffic collisions and crime in an area).
Zero Tolerance - Strict enforcement of all laws (everyone goes to jail - even for a minor traffic warrant). Used to reduce gang/violent crime activity.
Parole and Probation Sweeps - Targeted checks on parolees and probationers.
Buy Bust OPS - Take down the narco street dealers and then act as dealers - then arrest the buyers.
Trick Task Force - Take down "Johns" who want to pick up prostitutes.
Volunteer Surveillance Team (VST) - Use VST (civilian volunteers) members to watch an area and report activity. Used for graffiti/truant/curfew/scalping activities.

NOE Crime Statistics

We are now competing again the lowest crime numbers that we posted last year. Over the next 6-8 weeks it will be a tremendous challenge to keep the crime rate from expanding significantly. In order to do this, we will need your help in decreasing property crime - especially auto-related crime. Our "Lock it…Hide it…Keep it" Auto Crime Prevention Program is rolling out so please share this information with your neighbors and co-workers.
Anyway, provided below are the Year to Date (YTD) crime numbers that cover from January 1, 2012 through March 17, 2012. I will also comment on crime that occurred between March 11, 2012 through March 17, 2012.

Homicide: Up 100.0% (up 1crime, 2 vs. 1)
Rape: Down 25.0% (down 1 crime)
Robbery: Up 9.4% (up 6 crimes)
AGG: Up 1.6% (up 1 crimes)
Shots Fired: Down 48.7% (down 19 incidents* these are not crimes)
Shooting Victims: Down 12.5% (down 1 incident* these are not crimes)
Total Violent Crime: Up 5.3% (up 7 total violent crimes YTD from last year)
Burglary: Down 14.4%
GTA: Up 39.9%
BTFV: Up 1.7%
Larceny: Down 12.5%
Total Property Crime: Up 1.7% (up 15 crimes YTD from last year)
Part I (Total Crime): Up 2.2% (up 22 crimes YTD from last year)
  • Northeast Area ranks 20th in violent crime
  • Northeast ranks 16th in property crime
  • Northeast ranks 17th in Part I crime
  • Had 92 total crimes last week…5% goal is 91
  • As with last year, GTA is our biggest problem, we are up 65 crimes YTD!
  • If we were simply even on GTA, the crime rate would be down 4.5% and we would be ranked 10th in the City - buy your CLUB devices at below cost at Northeast Station!

Neighborhood Crime Update
Glassell Park

Many of you have seen the press conference we gave this past Friday at Northeast Station regarding the kidnap incident that occurred while a student was walking to the Sotomayor Learning Center. We are still actively searching for the suspect and are requesting the public's help in identifying anyone that looks like the suspect (go to our facebook for composite viewing) and drives a similar vehicle (older red Toyota pickup with scrap metal or tools in the bed). If you have any information please contact Northeast Juvenile Detectives at (323) 344-5741 and reference DR number 12-11-00622.
Last week, had four BFMV adjacent to Eagle Rock Boulevard between the hours of 6 PM to 6 AM. This is high for this area and we are sending extra officers into the area.

Cypress Park
Overall, the crime looks good…a few property crimes…no trends or patterns.

Highland Park
Had a team of security guards who were patrolling the Figueroa Corridor become the victims of an AGG by three Avenues gang members. Northeast patrol responded and arrested the three-gang members (please go to facebook for more details and a dialog on the incident).
Also had some property crime issues in Highland Park with a cluster of three GTAs, one theft, and one burglary near the area where the AGG occurred (couple of blocks that surround Figueroa in the Avenue 50s/60s). Our gang unit is focusing on this area with extra support from patrol.

Eagle Rock
A few property crimes adjacent to Eagle Rock Boulevard near Yosemite. Otherwise, looks pretty clear.

Atwater Village
Just a few property crimes along Los Feliz Boulevard.

Echo Park
Very clear - looks great.

Silver Lake
Overall, looks good…just a few property crimes. We have focused on this area with our property crimes detail.

Elysian Valley
Very clear - one crime

Franklin Hills
Sporadic property crime with no trends or patterns - crimes are at different times.

Los Feliz
A few property crimes - no trends or patterns.

East Hollywood
Had a few property and violent crimes in area. Did have an AGG involving two prostitutes who got into a fight. We ran a trick task force there approximately one month ago and will set up another one. Have not received any major complaints of this type of activity - just want to get on top of it before it expands.

Mount Washington
Very clear - couple of BFMV.

Anyway, that's it for now. Take care Bill 26152@lapd.lacity.org
